CeCi Gay
Executive Board Member
CeCi Gay is a Senior Account Executive at CW39 Houston, the sponsoring television station for the 2023 MLK Grande Parade. New to Houston, Ms. Gay relocated from Las Vegas, NV. pursuing her passion of advocating for minority owned businesses. She has a strong background in Urban Development and Occupational Health & Safety. Her focus is on building brands for locally owned businesses and developing strategic marketing plans for companies facing financial downfall.

Raised by her disabled, single mother, CeCi learned the importance of education and to think strategically to overcome patterns of poverty. Her mother’s lessons aided Ceci and siblings to develop individual strategic life plans. Today she uses those same strategies to help companies reverse financial hardships. Ms. Gay works closely with the Nevada Urban Chamber of Commerce joining forces with many Houston based Chambers. She provides useful resources to struggling businesses, non-profit agencies, political and religious organizations.

Ms. Gay is a graduate of Indiana State University obtaining a B.A. in African American Studies. She also obtained an MBA. Her goal for the MLK Grande Foundation is to grow its year-round presence in the community creating investment opportunities to enrich education in the city.

William Miller II
Executive Board Member
William “Billy” Miller is a fourth generation Houstonian from the historic Third Ward graduating from Jack Yates High School and Texas Southern University. He also served in the United States Army with the 82nd Airborne Division. Billy’s diverse experience is extensive. He has been a SCCA race car driver, beauty pageant judge, art gallery director, and hospital Outpatient Clinical Director.
Mr. Miller is the creator, producer, and director of Chinese International News (CIN) delivering news, in both Chinese and English, on events occurring in Houston, the US, and China. “Yang Yan Yang Yu: It’s your Voice” is in its eighth broadcast year, making it the longest running program of this type in North America with a viewership of over 250,000 in the Houston area and over 5 million worldwide.
Mr. Miller is also the owner of “Walking Tall Boutique” working collaterally with CIN to produce films, music videos, and live-stream multi-day events for an international audience. William has a compassionate heart and love for fellow veterans and brings that passion, knowledge, and experience to the MLK Grande Parade Team.

Dr. Bryan Taulton
Executive Board Member
Before being chosen to lead Coldspring-Oakhurst Consolidated Independent School District (COCISD), Dr. Taulton served as superintendent of Goodrich ISD, bringing to the district a laser focus on heightening student achievement, strengthening school-community relations, maintaining open lines of communication with all community members, and renovating district facilities to preserve its rich history and reinforce its infrastructure for the future.

Dr. Taulton is a product of the Houston Independent School District. Graduating from Jack Yates Senior High in 2001, he attended Texas Southern University obtaining a Bachelor of Science Degree in Biology. He earned a Master of Education Degree in Education Administration from Concordia University-Texas and attained a Doctorate Degree in Professional Educational Leadership from the University of Houston at just 31 years of age. Dr. Taulton teaches graduate courses at Houston Baptist University in the College of Education and Behavioral Sciences, specializing in School Law, Instructional Leadership, Interpersonal Communication and Public Relations.

As an ambitious executive school leader who leads with a sense of urgency, Dr. Taulton looks forward to working in partnership with the MLK Committee advocating for, investing in, and making decisions in the best interest of all community members and fulfilling the vision and mission of COCISD.
